General Information about Health Partnership Program (HPP)

In 1996, the Ohio Legislature passed House Bill 107 that mandated a managed care approach for work-related claims. As a result of that mandate, Ohio Employers, Health Care Providers, labor representatives and BWC staff worked together to design the Health Partnership Program (HPP) and the corresponding Qualified Health Plan (QHP) for self-insured employers.

Under HPP, BWC continues to make claim determinations and pay compensation. Managed Care Organizations (MCOs) are responsible for medically managing workers’ compensation claims. MCOs are certified by BWC and are under contract with BWC for these services; which means BWC pays us to service your company. Prescription coverage is contracted separately by BWC and is not within the scope of responsibility of the MCO.

Every state-fund employer in Ohio must choose an MCO. Employers can elect to change their MCO at BWC designated thirty (30) day Open Enrollment periods, which are generally every two years. The next Open Enrollment period is anticipated to be from May 5, 2008 through May 30, 2008. BWC has established a centralized telephone process whereby the employer calls BWC at 1-800-OHIOBWC and registers their MCO selection by MCO number. (Example, Health Management Solutions is MCO# 10006)
